CSI 3.3.x doesn't fail to come up on PC 7.3

A bunch of tests got skipped because it didn't acquire a runner in time (10+ mins or so). Wonder if something is off w/ our runner infra. |

The pre-commit that passed locally introduced changes that the CI run pre-commit complains about. Removed those again. |

Actually, it's the GitHub actions that are degraded. |
